As the evolution of economic growth, the deployment of an Intelligent Transportation System (ITS) has become a necessity in a developing country. The ATMS-Advanced Transportation Management System is one of the subsystem of ITS. The deployment of such a system can be implemented in an effective and economical way with the development of digital image processing. The construction of ATMS with minimum cost and time is an important factor in the selection of such a system for a developing country. In this paper, in order to overcome the shortcomings of the traditional waterfall model a spiral and an incremental development method for the ATMS is developed based on the prototype. The main focus on the spiral and incremental development model is to improve the design and the system requirements. This is to avoid the large-scale modification in the development phases due to the errors which was caused in the early phases. The applied architecture is constituted with innovative technologies to ensure the latest technology is available to traffic management. This applied architecture comprises of high-speed fiber optical communication technology.
