To bring about healthy development and to realize human potential, it is necessary to draw upon many areas of scientific knowledge and many components of health service. People are the real wealth of the nation. Human beings are born with certain potential capabilities. Development must enable all individuals to enlarge their human capabilities to the fullest and to put those capabilities to the best use in economic, social, cultural and political fields.
