In this paper the problems and constraints of the urban transport system, specially in metropolis like Calcutta have been discussed in great details. The author has suggested formation of a Metropolitan Transport Authority for every major city of India who will plan and function according to certain norms and co-ordinate the activities of various transport agencies. A system approach to this critical problem will bring the desired solution.
