Some Thoughts on Urban Planning and System Engineering

Very often one wonders why and how trenches are allowed to be cut on a newly constructed or a repaired road (sometimes even after one or two weeks). This is not all. Suppose, the gas-company people cut a trench first in some part of the road. Then the water-works men or electric-supply personnel or the Post and Telegraph men may come one after the other. As a result, the condition of the road is deteriorated, probably, more than what was before. The hardships and miseries of the public at large continue as before. Complaints never seemed to mend matters.
