Through ages reformers have emphasised the quality of life in human habitats. History abounds with examples of attempts made to improve housing, plan the settlements and control congestion. About a century ago public opinion agreed that it was necessary to have certain minimum standards of ventilation, drainage, etc. to maintain the physical health of the community as a whole (1) of late attention has been focussed on the problem of environmental pollution. Various approaches (2) are suggested to manage the environmental factors that degrade the quality of life, spoil the aesthetic values and jeopardise the psychological well being.
